The following quote is Jacob's prophecy about Simeon and Levi. Note this is shared by France and by Switzerland, the lost tribe of Levi. The matches to France of the following prophetic words are easier to see.
The French Revolution
It helps to see the match to Simeon within the context of the French Revolution. It was the ruins of France caused by the revolution in which Napoleon came to power. The wars across Europe that followed trigger the Simeon seal date already discussed.
The French Revolution is what is in view here. The monarchy was overthrown in France, but also the traditional Catholic culture of France, including most of high society and most of the well educated. This was a masonic movement, a known false religion which still rules France, that was taking over the country and would try and take over Europe itself by military means.
In the quote above, the 'instrument of rage' would be the guillotines used to behead their victims.
In verse 6 Jacob says he never agreed to their counsels. So he would never agree to the Masonic movement nor its ideals expressed in the French Revolution. He would not lower himself to sit in these revolutionary assemblies.
All future Socialist revolutions would fall under the same story. Including, say, National Socialists in German and the woke movements in the USA in the 2000s. The most important future pattern of this story being the WEF in Davos, Switzerland, landing under the Levi side of this prophetic passage.

By the tail end of verse 7 it says the French will be divided and scattered into the rest of the tribes of Jacob.
An example of this is the 1803 Louisiana Purchase. The USA purchased most of land west of the Mississippi from France. This to fund the Napoleonic wars that followed the French Revolution. This left behind the French based legal system in the state of Louisiana. That land became a part of the USA and not a nation affiliated with France.
The same happened with Quebec, and many other parts of former French colonies.
